We hoped that the Radicals belonged to the past. Nevertheless, it's encouraging that those who are really supporting the reform and the pro-European forces in Serbia are increasing seriously. The problem is that this will produce rather a fragile democratic government and this is not something that we really need in this process when we're supposed to close up the last chapter of Yugoslav disintegration, so we hope that this is a chance for Serbia itself to get more stable and to really help in understanding realities in Kosovo that for us have to end up with independence.'\u003cbr/\u003e16. Hysa walks away \u003cbr/\u003eKosovo residents reacted coolly on Monday to the news that the ultra-nationalist Serbian Radical Party won the most votes in Sunday's Serbian parliamentary election. \u003cbr/\u003eDespite polling a smaller share of the votes, other parties including the pro-Western Democratic Party and the centre-right Popular Coalition together won enough seats to form a new government, provided they can settle their differences.\u003cbr/\u003e\"I was so disappointed when I saw the news, to be very honest I cannot believe that again the Serbs choose Radicals in the twenty first century to lead them\", said Aslan Aslani, a 68-year-old Pristina resident.\u003cbr/\u003e\"Well, certainly this is not a very positive message for Serbia itself and for its neighbours,\" lawmaker Ylber Hysa told AP Television news. \u003cbr/\u003e\"Nevertheless, it's encouraging that those who are really supporting the reform and the pro-European forces in Serbia are increasing seriously,\" Hysa said. \u003cbr/\u003eThe vote will affect how a compromise is reached on the future status of the breakaway Kosovo province, which has been under United Nations administration since the end of the war between Serb forces and ethnic Albanian separatists in 1999.\u003cbr/\u003eThe Serbian Radical Party, loyal to late ex-leader Slobodan Milosevic and staunchly opposed to Kosovo's independence, won 28.3 percent of the vote.\u003cbr/\u003eBut that was not enough for the party to govern alone, the state electoral commission said.\u003cbr/\u003eThe Western-backed Democratic Party of President Boris Tadic was second with 22.6 percent, and the centre-right Popular Coalition led by Prime Minister Vojislav Kostunica had 16.3 percent, according to official results with about 70 percent of the vote counted.\u003cbr/\u003eShortly after the vote, a United Nations plan for the future of Serbia's breakaway Kosovo province is expected to be published. \u003cbr/\u003eWestern leaders and commentators feared a crisis if the Radicals had emerged as outright winners and Kosovo was given independence, as expected.\u003cbr/\u003eTadic and Kostunica have lobbied internationally to keep Kosovo within Serbia's borders, offering broad autonomy to its majority ethnic Albanians who are seeking full independence. \u003cbr/\u003eUnlike the Radicals, the two party leaders have pledged to resolve the Kosovo crisis by peaceful means.\u003cbr/\u003eThe vote results indicate that any Serbian acceptance of a United Nations Kosovo plan will be difficult and will likely be delayed
