how to defuse a nuclear crisis that is threatening their region's security.\u003cbr/\u003eBush said the US was open to dialogue with Pyongyang, but that North Korea must permit international monitoring of its nuclear programme.\u003cbr/\u003eWinding up two days of talks with South Korea and Japan in Washington, the State Department issued a joint statement approved by all three
