Various of boarded up houses\u003cbr/\u003eA St. Louis city leader frustrated with the police response to rising crime on Tuesday called on residents to arm themselves to protect their lives and property.\u003cbr/\u003eAlderman Charles Quincy Troupe said police are ineffective, outnumbered or don't care about the increase in crime in his north St. Louis ward. \u003cbr/\u003eSt. Louis has had 157 homicides in 2008, 33 more than last year at this time.\u003cbr/\u003eTroupe said he believes residents should be \"trained and educated\" on how to use weapons to protect themselves.\u003cbr/\u003eHe added that other communities in the US have a lot more guns than North St. Louis.   \u003cbr/\u003eTroupe's call to arms comes after he and fellow residents approached police last year they and were told police didn't have the manpower to provide the protection the community required.\u003cbr/\u003ePolice did not immediately return requests for comment, however, in a department blog Chief Dan Isom wrote that citizens arming themselves will lead to more danger, not less, he said.\u003cbr/\u003eStreets in Troupe's ward are lined with boarded up houses and attract shelter for criminal activity such as prostitution and drugs.\u003cbr/\u003eIn one of the latest violent crimes in St. Louis, a man was shot dead on Monday and an unarmed potential suspect in the killing was shot by police.\u003cbr/\u003eThe 45-year-old suspect had put his hand inside his coat and two officers, fearing for their safety, shot
