consideration in Congress.\u003cbr/\u003eThe Stop Online Piracy Act (SOPA) and the Protect Intellectual Property Act (PIPA) are designed to crack down on sales of pirated US products overseas.\u003cbr/\u003eSupporters, including the film and music industry, say the legislation is needed to protect Intellectual property and jobs.\u003cbr/\u003eCritics say it could hurt the technology industry and infringe on free-speech rights. \u003cbr/\u003e\"It is detrimental to the free and open web,\" said Wikimedia Foundation spokesman Jay Walsh. \"It is detrimental to Wikipedia.\"\u003cbr/\u003eSince Wikimedia depends on a small army of volunteers who create and update articles, it is particularly concerned about a lack of exemptions in the bills for sites where users might contribute copyrighted content. \u003cbr/\u003eToday, it has no obligation under US law except removing that content if a copyright holder complains. \u003cbr/\u003eBut under the House version of the bill, it could be shut down unless it polices its own pages.\u003cbr/\u003eThe Wikimedia Foundation administers Wikipedia.  \u003cbr/\u003eTech companies such as Google, Facebook, Yahoo, Twitter, eBay, AOL and others have said it threatens the industry's livelihood.\u003cbr/\u003eDavid Smith, a Senior Fellow at the Potomac Institute for Policy Studies, says, if enacted, the laws would essentially turn internet service providers into monitoring entities, responsible for policing all of the content on their sites.    \u003cbr/\u003eSmith says this is virtually impossible to do and may prove too burdensome to service providers to conduct business. \u003cbr/\u003eThe White House has raised concerns, pledging to work with Congress to battle piracy and counterfeiting while defending free expression, privacy and innovation in the Internet. \u003cbr/\u003eThe administration signalled it might use its veto power on these bills, if necessary.\u003cbr/\u003eAt his daily briefing to reporters on Tuesday, White House Press Secretary Jay Carney said: \"We will not support legislation that reduces freedom of expression, increases cyber security risk or undermines the dynamic, innovative global internet.\"\u003cbr/\u003eThe New York bureau chief for Wired Magazine believes what's at stake really is the heart and soul of the internet and how it grew into what it innovation happens in a very organic way,\" he said.\u003cbr/\u003eEven so, Smith says the issue of protecting Intellectual property online needs to be addressed somehow at some point.\u003cbr/\u003eHe's just not sure this particular legislation is the right way to go about it. \u003cbr/\u003eWikipedia will shut down access to its English-language site for 24 hours beginning at midnight EST (0500 GMT) on Wednesday.\u003cbr/\u003eInstead of encyclopedia articles, visitors will see information about the two bills and details on how to reach lawmakers.\u003cbr/\u003eSeveral online communities such as Reddit, Boing Boing and others have announced plans to go dark in protest as well.\u003cbr/\u003eThe Pirate Bay web site is often cited by supporters of SOPA and PIPA as a prime example of online copyright infringement and could be a target of the legislation.\u003cbr/\u003eIt's a popular Sweden-based music and movie-sharing web site, which the entertainment industry
