and the Somali president's illness stole momentum from her attempts at diplomacy.\u003cbr/\u003eRice was in the Ethiopian capital, where the African Union is headquartered, to meet African leaders after expressing growing unease about a number of deteriorating security and faltering peace deals.\u003cbr/\u003e\"We do believe peacekeeping efforts need to take place in Somalia, we appreciate Ugandan forces, but they need to be joined soon by other forces,\" Rice said at a news conference.\u003cbr/\u003eUganda has about 1,800 troops in Somalia, officially as the vanguard of a larger African Union peacekeeping force, though so far no other countries have sent reinforcements. \u003cbr/\u003eEthiopia invaded Somalia in 2006 to oust the Islamic Courts, the Islamic militant group
