In return for that, North Korea was granted a series of benefits and programmes including the shipment of fuel oil and other potential benefits.  North Korea pocketed those parts of the agreement and then they walked out on their part of the agreement. So certainly, it makes little sense to no sense at all for the United States to say 'we'll give you additional inducements if now you only go back and do what you originally promised us to do.' That's just a formula to invite countries around the world to go back on their word to the United States to try to get more out of us.\"\u003cbr/\u003e11. Yim walking to car and gets in \u003cbr/\u003eThe United States said it had opened the door to dialogue with North Korea on Wednesday, but the White House made clear that Pyongyang should not expect anything in reward.\u003cbr/\u003eNorth Korea has not responded. \u003cbr/\u003eWhite House spokesman Ari Fleischer said the offer to talk should not be seen as an offer they can use to negotiate because he said North Korea did not honour previous deals. \u003cbr/\u003eFleischer emphasised that the onus was on North Korea to act next because Washington had made an opening move and it believed North Korea was at fault. \u003cbr/\u003eThe offer to talk is unconditional, but the administration is standing by its position that North Korea must give up its nuclear weapons programmes.\u003cbr/\u003eStill, the hard line the administration had taken toward Pyongyang eased with the offer of a dialogue.\u003cbr/\u003eAmong them is an accord with South Korea that the Korean peninsula would be kept free of nuclear weapons.\u003cbr/\u003eThere was no immediate, direct response to the US offer, but the official North Korean news agency, KCNA, said on Wednesday there is an \"increasing danger of a nuclear war on the Korean Peninsula\" because of the US and urged the two Koreas to \"pool their efforts and condemn and frustrate the US nuclear policy for aggression\".\u003cbr/\u003eThe US offer was included in a statement issued jointly with South Korea and Japan after two days of meetings at the State Department.
