The only thing that happened was that some conditions were put forward and Turkey was told that it could be given a date if these conditions were fulfilled. Turkey recently passed many of the reforms that it failed to\u003cbr/\u003epass in the past 50 years and showed how much it wants the E-U. One is economic development and, in fact, most people in Turkey desire E-U membership, more than seventy per cent of the Turkish population is in favour of E-U membership and their primary emphasis is on material gains, on economic benefits - more foreign investment, more aid, more trade, higher per capita income, in other words a higher level of development. But there is another dimension which is equally important, namely democratic development, the consolidation of democracy in Turkey, extension of civil and human rights, in other words a transition of the country from a semi-democratic to a fully democratic nation.\"\u003cbr/\u003e15. prime ministers and presidents will be held on Thursday and Friday in Brussels, Belgium. \u003cbr/\u003eDenmark holds the EU's rotating presidency and will chair the summit.\u003cbr/\u003eThe meeting will be followed by a December 12-13 summit in Copenhagen, Denmark, where Poland, Hungary, the Czech Republic, Slovenia, Slovakia, Latvia, Lithuania, Estonia, Cyprus and Malta are due to wrap up four years of membership talks.\u003cbr/\u003eOne country which seems likely to be left out again though is Turkey.\u003cbr/\u003eTurkey has frequently been criticised over the state of its democracy by the European Union.\u003cbr/\u003eTorture is alleged to be widespread in its jails and the treatment of its Kurdish population has been a problem, as has the continuing impasse over the future of Cyprus. \u003cbr/\u003eRecently the government has been making efforts to address these issues.\u003cbr/\u003eLast week British Foreign Secretary Jack Straw told a meeting sponsored by the German-British Forum that Turkey\u003cbr/\u003e\"has made significant progress in recent months towards meeting the political criteria necessary to start negotiations for EU membership.\"\u003cbr/\u003eBut EU leaders recently left Turkey off a list of nations given approval to start negotiations for entry.\u003cbr/\u003eThe Turkish government has passed new laws banning the death penalty and granting more rights to its Kurdish minority, but an EU report noted lingering shortcomings in human rights, including restrictions on freedom of\u003cbr/\u003eexpression, torture of prisoners and insufficient civilian control over the armed forces.\u003cbr/\u003eAfter the union's decision, Greek Foreign Minister George Papandreou urged EU leaders to send Turkey a \"positive message\" at the summit in December, such as an announcement of a date for talks.\u003cbr/\u003eThe United States has also urged the EU to be more welcoming to Turkey, the sole Muslim member of NATO and a key US ally in the war on terrorism.\u003cbr/\u003eMany people in Turkey are in favour of EU membership and say their country should at least be given a date for the start of
