Most of the time it is (about) discrimination; discrimination at work, but also in public services and there is also aggression, physical, violent aggressions,\" she explains.\u003cbr/\u003eCCIF make a note of incidences via their call centre and encourage those who feel they've been victimised to call in.\u003cbr/\u003eThe OIC report also says western governments are not doing enough to combat anti-muslim feeling, or prosecute the perpetrators. \u003cbr/\u003eThey give the example of France, where political gains by the National Front (NF) party have seen a number of local laws introduced.\u003cbr/\u003eFor example, the NF announced at the beginning of April, that they were stopping schools from offering special lunches to Muslim pupils in the 11 towns where it won local elections.\u003cbr/\u003eRay agrees with the view that the French government haven't made things easy.\u003cbr/\u003e\"They (government) also encourage it (because), as Islamophobia is not recognised officially as a specific type of hate crime, they feel open and free to stigmatise Muslims, to attack Muslims in their speech and they think it's a common thing to do, that it is not a big deal actually.\"\u003cbr/\u003eFrance, as a republic, has always maintained a sharp separation of church and state. \u003cbr/\u003eIn 2010, a new law was introduced making it illegal for anyone to cover their face in a public place - including shops, parks, museums and in the street.\u003cbr/\u003eThe government has argued that covering the face poses a security risk and includes helmets and masks in the law. \u003cbr/\u003eBut France's Muslim community, especially women who wear the full niqab, feel particularly singled out.\u003cbr/\u003eA similar law brought into force in 2004, saw religious symbols banned from public school. \u003cbr/\u003eIt says Muslim scarves and other obvious religious symbols, including Jewish skullcaps and large Christian crosses, must be kept out of schools to keep them secular.\u003cbr/\u003eAgain, Muslim women who wear the veil felt particularly targeted, their religious symbol more visible than a cross.\u003cbr/\u003eAt the time, thousands of people protested across French towns and cities against the plans when they were first announced, many shouting \"One veil, one choice\".\u003cbr/\u003eTen years on, some people say they are still having problems.\u003cbr/\u003eKamelia Ouici, 18, called into CCIF in mid-June.\u003cbr/\u003eThe student, who is from Le Raincy, a suburb of Paris claims that she experienced an Islamophobia act minutes before an important exam. \u003cbr/\u003eShe was told her dress was inappropriate and overtly religious; a long white dress and jacket.\u003cbr/\u003e\"She (deputy headmaster) asked me to raise my skirt. She sees that there are several layers and she says that she doesn't see the belt and that my clothing was religious. I tried to explain to her that it isn't,\" she says.\u003cbr/\u003eThe experience has clearly shaken Ouici.\u003cbr/\u003e\"I was panicking, I was crying and I went to do the exam and after that I went down (to the deputy headmaster's office) to take my scarf (that deputy headmaster kept), and she told me 'no, you won't get it. Why do you want it, do you need it outside?\"\u003cbr/\u003eIslamic specialists, like Bernard Godard, who has been advising on the French government on religious issues, says it is harder for Muslims to be outwardly religious in French society today.\u003cbr/\u003e\"Yes, it is more difficult (nowadays) to affirm one's Islamism. I mean, it is more difficult if you want to appear, to show a Muslim identity, well yes it is more difficult. And it is more difficult because it is easily remarked (on).\" \u003cbr/\u003eBut he says it's not fair to blame the government - who, he says, are trying to address the issue.\u003cbr/\u003eIn 2003, he helped set up the French Council of Muslim Faith (Conseil Francais du Culte Muslulman) - the body which advises the French government on Muslim affairs and issues. \u003cbr/\u003e\"When OIC (Organisation of Islamic Cooperation) says that we need a policy in order to fight Islamophobia, well (France) says yes: we are noting all (Islamophobic) facts, we are trying to prosecute perpetrators, and so on.
