Wide shot of watershed
Worldwide demand for water is rising just as access to safe drinking water and sanitation remains inadequate in much of the developing world according to the United Nations.
Officials at the World Water Forum, held from 16-22 March in Istanbul, Turkey are calling for better management to alleviate water shortages.
In the huge city of Jakarta polluted water flows past the city's poorest regions, putting over 12 million at risk from water related diseases.
The lakes at Gunung Gede Pangrango National Park are an oasis of tranquility.
Nearby the Indonesian capital of Jakarta gets its freshwater for free from some 60 rivers originating in this reserve.
However by the time the water reaches homes in the poorest areas it is polluted and unfit for human consumption.
An IUCN report of a new compilation of case studies, published to coincide with the World Water Forum, held from 16-22 March in Istanbul, Turkey, suggests that protecting watersheds provides many of the world's megacities with freshwater - and saves billions of dollars.
The Asian Development Bank revealed in a recent report that the Citarum river supports a population of 28 million people and delivers a fifth of Indonesia's gross domestic product.
Crucially, it also provides up to 80 percent of water supply to the sprawling capital city Jakarta to its north.
But in the city, human waste rubbish and chemicals leave the once-clear springs of Jakarta's river a shade of murky brown.
Rapid urbanisation and economic development over the last few decades have seen a sharp rise in untreated household sewage and industrial waste dumped in the river.
But millions rely on this water for bathing, cleaning and even drinking.
Due to efforts of the government and environmentalists to raise awareness about water conservation, people are beginning to respond.
Residents of Nanjung have worked hard to change their habits and keep the river clean.
They received a communal septic tank for their village in 2005 and took care of its maintenance since.
By living a cleaner life, they have noticed that the fresh water supply in their homes has improved.
Soenardhie Yogantara works for a local non-governmental group which is campaigning for a community-based initiative in environmental care.
He says that better water management is urgently needed to prevent a health crisis for the 12 million people who rely on the river for their water supply.
An inter-ministerial task force was created in 2006 to clean up the rivers that run through Jakarta within 20 years and preserve watersheds in the surrounding areas.
The government says that all shareholders must work together, local people, local authorities, industries, in order to solve the water crisis.
Some people living illegally on river banks must be resettled to a better location to restore the river.
Industries will have to follow closely a strict code of waste management or face heavy penalties.
However the government says that cleaning up the river will take time.
Masnellyarti Hilman, Deputy Minister of Nature Conservation says "we are working on a programme consisting of upper catchment areas, downstream areas as well as coastal areas. We hope within 20 years, we can clean up these rivers. We cannot do it in a short time period."
At a local water treatment plant officials monitor the water quality.
This 24-hour private facility in central Jakarta is expected to pump out two-thousand litres of fresh water every second.
Almost a million people, who live in the city, depend on it for their daily water supply.
Muzaki Irawan, the Section Head of Water Treatment Facility, says that additional chemicals are now needed to purify the water, raising the costs of treatment.
Back on the river bank a mother washes her child in dirty water flowing past her home.
Local woman Leni Ahmad says the river water is not safe to drink, but they do use it "for taking a bath or washing vegetables, dishes and clothes".
Hilman says that restoring watersheds is a priority for the Indonesian government adding that water will become ever more important in future as the climate changes.
Mark Smith, Head of IUCN's Water Programme, is at the Water Conference in Istanbul.
He says that water quality in mega rivers can be improved over time, with investment and community dedication.
Smith cites the examples if the Rhine in northern Europe, the Danube in central Europe and the Zarq river in Amman, Jordan.
UNESCO says that half a billion people in Africa lack access to adequate sanitation, and that 5,000 children die daily from diarrhoea, a disease that can be prevented with clean water.
The agency say the number of people living on less than $1.25 a day is roughly the same as the number without access to safe drinking water.
IUCN = the International Union for Conservation
