Los Angeles skyline\u003cbr/\u003eFossil fuels and their impact on global climate change are high on the list of concerns at the upcoming World Summit on Sustainable Development.\u003cbr/\u003eWorld leaders and delegates from more than 100 nations will convene at the summit in Johannesburg, South Africa, which begins on August 26.\u003cbr/\u003eThey'll be looking at new reports on global ecology.\u003cbr/\u003eOne of those reports says that on average, each American and Canadian consumes nine times more petrol (gasoline) than any other person in the world. \u003cbr/\u003eWith only about five percent of the world's population, the report says both countries account for more than 25 percent of global emissions of heat-causing carbon dioxide.\u003cbr/\u003eThe motorways of Los Angeles in California are a daily testament to the demand for petrol. \u003cbr/\u003eLocals call it the car culture. \u003cbr/\u003eMore than two (M) million cars were sold in California last year, making it America's biggest auto market.\u003cbr/\u003eCalifornia's powerful environmental groups have long waged war against that culture and now they're claiming victory in the struggle for cleaner air and cleaner cars. \u003cbr/\u003eThe state's governor approved a measure in July that would force automakers to cut carbon dioxide emissions from cars and trucks.\u003cbr/\u003eSupporters say it's the first state law combating global warming by restricting greenhouse gases from vehicles.\u003cbr/\u003eThey hope it's a first step toward tougher clean air standard nationwide.\u003cbr/\u003eThe new standard would go into effect in California in 2009 for light trucks and cars.\u003cbr/\u003eEnvironmental groups, like the Clean Air Coalition, worked with state lawmakers to fashion the law and lobbied for its passage.\u003cbr/\u003eThe Coalition's Kevin Finney says the law sends a message to other states and to lawmakers in Washington that it's time for tougher standards on auto emissions.\u003cbr/\u003eFinney says the California law is also a wake up call to President George W. Bush. \u003cbr/\u003eEnvironmental groups have attacked Bush for opposing tougher emission standards. \u003cbr/\u003eIt's part of a broader concern by critics of the president's approach to the issue of global climate change. \u003cbr/\u003eLast year, he refused to commit the US to a global climate treaty.\u003cbr/\u003eThe treaty is based on guidelines set out during a summit in Kyoto, Japan, to cut production of greenhouse gases blamed for warming the atmosphere.\u003cbr/\u003eBush and White House environmental experts have complained that the so-called Kyoto protocols would cost the US economy (B) billions of dollars and (M) millions of jobs.\u003cbr/\u003eBack in California, the struggle to reduce car pollution has been a focus of environmental groups for decades.  \u003cbr/\u003eThe state has long forced carmakers to limit polluting emissions, already boasting the tightest controls on autos in the US. \u003cbr/\u003eThe new standard would tighten those controls even more.  \u003cbr/\u003eCarmakers and auto workers are waging a multi-(M) million US dollars campaign to fight the new law. \u003cbr/\u003eThey say California's tougher standard will increase the price of vehicles while doing little to prevent global warming.\u003cbr/\u003eThe clean air fight in California is also drawing attention from international groups like Global Green. \u003cbr/\u003eThey've enlisted the support of Hollywood's elite to pressure President Bush on the issue of climate change. \u003cbr/\u003eBut while a long list of world leaders have signed on for the South Africa summit, the White House says for now there are no plans for the president to attend as part of a US delegation.\u003cbr/\u003e\u003c/span\u003e\n\u003c/div\u003e\n\u003cdiv
