The State of Law establishes a series of mechanisms, the Inter American Systems says that first we should negotiate directly, that we can ask for mediation, that we can ask for the support of the Organisation of American States (OAS); and if none of those avenues work then we would go to an international court or to international arbitration to get the issue resolved. But what is logical is that those issues be resolved judicially, the application of the international law is the civilised manner to resolve all these conflicts.\"\u003cbr/\u003e5. This took place in Mexico during the ceremony of the signing of a free trade agreement between Guatemala, El Salvador, Honduras and Mexico. The Presidents of Nicaragua and Costa Rica were there as witnesses - Costa Rica and Nicaragua had already signed an agreement with Mexico in 1994. Bush on Friday during his official visit to Washington DC.\u003cbr/\u003eAfter meeting President Bush, the Central American leader told the Associated Press that his country would continue to trade with the United States regardless of whether \"fast track authority\" is given to the White House. \u003cbr/\u003eFast track authority - also called trade promotion authority -  concerns the President's right to negotiate trade deals without congressional approval. \u003cbr/\u003eIt has been seen as a vital part of moves to negotiate a Free Trade Area of the Americas. \u003cbr/\u003ePresident Rodriguez met with several congressmen before meeting with President Bush and said that he feels confident the trading relations between the two nations will continue to flourish.\u003cbr/\u003eCosta Rica produces microchips and other high tech elements for the computer industry, but it also exports more traditional products such as coffee and bananas.\u003cbr/\u003eIn order to be more competitive worldwide, the central american presidents have been talking about forming a trading block and implementing more integration among the seven nations and Mexico.\u003cbr/\u003eBut integration has many obstacles along the way. \u003cbr/\u003eAll nations in the area have border disputes and this is seen as a major road block to economic integration.\u003cbr/\u003ePresident Rodriguez said trade in the Americas is needed and that border disputes should not become obstacles to trade and should be settled through judicial means.\u003cbr/\u003ePresident Rodriguez also said that Central American integration must move forward and trade matters should not be stopped by political issues. \u003cbr/\u003eThe President was referring to the border dispute Costa Rica has with Nicaragua over the San Juan river.\u003cbr/\u003eThe United States is Costa Rica's most important trading partner, and over 200 American companies produce a variety of goods in Costa Rica. \u003cbr/\u003eThe two countries share growing concerns for the environment and want to use wisely Costa Rica's important tropical resources and prevent environmental degradation. \u003cbr/\u003eThe San Juan river is an outlet of Lake Nicaragua, issuing from the lake's southeastern end at San Carlos and flowing along the Nicaragua-Costa Rica border into the Caribbean Sea. \u003cbr/\u003eIt runs for 124-mi (199-km) in a southeasterly course through tropical forests, and near its mouth it forms three arms, the Juanillo Menor to the north, the RĂ­o Colorado to the south, and the San Juan proper.\u003cbr/\u003eBoth nations claim control over the area. \u003cbr/\u003ePresident Rodriguez added that his government is now waiting for Nicaragua to
