Bush on Thursday and approved terror-detainee legislation the president has vowed to block. \u003cbr/\u003eRepublican Senator John Warner, normally a Bush supporter, pushed the measure through his Senate Armed Services Committee by a 15-9 vote, with Warner and three other Republican lawmakers joining Democrats.\u003cbr/\u003eWarner believes the administration proposal would lower the standard for the treatment of prisoners, potentially putting US troops at risk should other countries retaliate.\u003cbr/\u003eThe president's proposed measures would allow classified evidence to be withheld from defendants in terror trials and allow the use of coerced testimony. \u003cbr/\u003eThe legislation would also revise the law that interprets the nation's obligations under the Geneva Conventions, the treaty that sets the standard for treatment of war prisoners.\u003cbr/\u003eFacing rebellion in their own ranks, Senate Republican leaders will call for a vote on Bush's plan to interrogate and prosecute terror suspects as early as next week.\u003cbr/\u003eBush personally lobbied for the plan to authorise harsh interrogations of terror suspects with members of Congress on Thursday.\u003cbr/\u003eAt the same time former US Secretary of State Colin Powell, parting company with the president, endorsed efforts to block the plan.\u003cbr/\u003ePowell, who served under Bush and is a former chairman of the Joint Chiefs of Staff wrote: \"The world is beginning to doubt the moral basis of our fight against terrorism. To redefine Common Article 3 would add to those doubts. argument.\u003cbr/\u003eThe election-year debate has pitted Republicans against each other and kept in limbo the legal bounds of the CIA (Central Intelligence Agency) programme to detain and interrogate \"high-value\" terror suspects. \u003cbr/\u003eBush still has many congressional allies, including House and Senate leaders and conservatives, who want to align themselves with the president's tough stance on interrogation and prosecution. \u003cbr/\u003eBush was forced to propose the measure after the Supreme Court ruled in June that his existing court system established to prosecute terror suspects was illegal and violated the Geneva Conventions. \u003cbr/\u003eThe White House legislation would create military commissions to prosecute terror suspects, as well as redefine acts that constitute war crimes.\u003cbr/\u003eMeanwhile, attorneys representing detainees held at Guantanamo Bay argued on Thursday that the legislation under debate on Capitol Hill would strip federal courts of the power to hear detainees' challenges of their treatment and mean indefinite detention at the Guantanamo Bay.\u003cbr/\u003eStaff attorney with the Centre for Constitutional
