We have to wait until that process  is complete.  But I think it is fair to say that most governments seek to influence  decisions here in Washington. They do so in many different ways, through their  diplomats. So we have to wait and find out whether there is any basis for the stories  that are surfacing. As I have indicated on several occasions President Reagan  believed that we should get out of the business of producing and storing chemical  weapons.  We will destroy all of our chemical weapons, we will not have any within  several years.
