So official negotiations in the context of a peace process will have to be and can only take place between the High Peace Council on the one hand and the authorised representatives of Taliban on the other. embassy, flying the militant group's flag and using its formal name from the years it ruled the country.\u003cbr/\u003eHowever, Foreign Ministry spokesman Janan Mosazai said the government remained willing to send a peace delegation to Doha to negotiate with the insurgents, once it had the explanation, as well as assurances that the office would be nothing more than a place for talks.\u003cbr/\u003e\"The manner in which the office for the Taliban in Doha was established contradicted the written assurances that the Afghan government had asked for and received from the Unites States,\" said Mosazai.\u003cbr/\u003eHe added that Afghanistan was \"prepared to engage the Taliban through a negotiations office in Doha\" that complied with those written assurances \"but then for the official negotiations to take place only between the High Peace Council and \"authorised representatives of Taliban.\"\u003cbr/\u003eMosazai also said that he would prefer for those negotiations to take place inside Afghanistan.\u003cbr/\u003eThe Taliban's office opened on Tuesday in a ceremony broadcast on live television, accompanied by a simultaneous announcement that U.S. Officials would begin formal talks with Taliban representatives, which eventually would be joined by the Afghan government.\u003cbr/\u003eThat raised hopes that the long-stalled peace process could finally begin.\u003cbr/\u003eBut the Taliban's use of its old flag and a sign bearing the name of the Islamic Emirate of Afghanistan, which the movement used during its five-year rule that ended in 2001 with the U.S.-led invasion, provoked outrage across party lines in Afghanistan.\u003cbr/\u003eAfghan President Hamid Karzai reacted sharply, suspending negotiations with the U.S. over what presence international forces may keep in Afghanistan after 2014 and demanded the offending sign and flag be removed.\u003cbr/\u003eThe Taliban has since complied after the Qatar government intervened. \u003cbr/\u003eBoth the U.S. and the Qataris said the Taliban had agreed on the pre-approved name but violated the pact at the ribbon cutting ceremony.\u003cbr/\u003eIn an emailed statement on Sunday, however, Taliban spokesman Muhammad Naeem said the use of the flag and name was \"done with the agreement of the Qatari government.\"\u003cbr/\u003eNaeem said in an English-language statement that the idea that their actions violated any agreement was false.\u003cbr/\u003eThe Qatari government made no immediate response.\u003cbr/\u003eOn Saturday, Taliban spokesman Shaheen Suhail suggested the Taliban was willing to move ahead with peace talks, despite \"much anger\" among some members over the removal of the name and the lowering of the Taliban's white flag emblazoned with a Quranic verse
