(Nov 6 -17)\u003cbr/\u003eOver the next two weeks, the delegates will get a closed-door preview of the latest scientific findings on a warming world, to be published next year in a comprehensive U.N. assessment by the world's leading climate scientists.\u003cbr/\u003eAustralia remains caught in the grip of a severe drought, which some say illustrates the effects of global warming. \u003cbr/\u003eWhatever the cause, the lack of water is devastating rural communities in Australia.\u003cbr/\u003eThirsty sheep languish on brown grass, while a kangaroo inspects a dried up watering hole. \u003cbr/\u003eAustralia, already one of the world's driest continents, has been suffering from below-average rainfall for the past several years. \u003cbr/\u003eUnseasonably hot, dry winds and early wildfires swept across four southern and eastern states in October,evaporating any hopes that a late spring rainfall might salvage Australia's failing crops.  \u003cbr/\u003eAustralian Prime Minister, John Howard, recently described the drought as the worst in a century. \u003cbr/\u003eMuch of Australia's farming and ranching belt in the south and southeast has been in the grip of a severe drought for up to five years, with rainfall levels far below average, causing problems especially for grain crops such as wheat and barley.  \u003cbr/\u003eAustralia's climate in the southeastern part of the continent is normally similar to that of the Mediterranean region in Europe. \u003cbr/\u003eRelatively mild and wet winters give way to lush, green springs, followed by hot, dry summers. \u003cbr/\u003eBut springtime in Australia is different this year, where there should be green hills and meadows, interrupted by waist-high crops and flourishing fruit trees, there is nothing but dry soil, ankle-high brown crops and frostbitten trees. \u003cbr/\u003eWinter 2006 has been the driest in Australian history since records began saw, according to the Bureau of Meteorology, with only half of the average rainfall which was then followed by an unusually hot spring, which brought above average temperatures during the day. \u003cbr/\u003eFarmer Angus McNeil who has been running his a 6500-acre (2500 hectare) farm near Rand in the Riverina region for more than 45 years produces wheat and canola (a variety of rapeseed) as well as a substantive amount of sheep. \u003cbr/\u003eThe drought had a severe affect on his crops, resulting in as little as two to three grains per crop plant, which would have left him with only one bag of wheat per acre. \u003cbr/\u003eAs a result he decided not to harvest but instead let his sheep graze off the brown remnants. \u003cbr/\u003eThe canola crop also tried to produce some seeds, but the loss amounts to about 70 per cent per plant. \u003cbr/\u003eMcNeil will nonetheless harvest the canola, as this will at least cover the costs for planting and fertilising the crop. \u003cbr/\u003eWith stock prices plummeting to an all-time low, McNeil had to take drastic measurements and sell 1500 of his sheep, many more than in the past. \u003cbr/\u003eThe drought-induced feed shortages has triggered the sale of record numbers of cattle and sheep throughout Australia.\u003cbr/\u003eCattle prices are at a record low and down by 60 per cent, making a cow worth only 400 Aus Dollars. (309 US dollars) \u003cbr/\u003eUnexpected cold fronts from the Antarctic region hit the dry southeastern countryside in spring and caused sudden snap frosts at night.\u003cbr/\u003eMeteorologist John Moore says that the hottest and driest October since 1900 on top of a five year drought means that this year there is no water reserves in the sub soil that plants can tap into and they die. \u003cbr/\u003eThe Riverina area receives its water from the Murray River, supplying irrigation systems as far as 80 kilometres (50 miles) away. \u003cbr/\u003eAustralia is the world's third-largest wheat exporter, but this year it will only produce 9.5 million metric tons, the Australian Bureau of Agricultural Resource Economic said at the end of October. \u003cbr/\u003eSnap frosts in early spring this year in the region south of the Murray river brought severe damage to fruit orchards, walnut trees and vineyards alike.\u003cbr/\u003eThe wine region of Rutherglen in the state of Victoria was badly affected by the unusual weather phenomenon, killing young grapes in the early stage of growth. \u003cbr/\u003eCampbell's winery, which has been making red and white table wines since 1870, encompasses 150 acres of vines and is one of the worst hit in the region. \u003cbr/\u003eExtremely dry weather forced the Campbells to water their vines as early as June, whereas in normal years the winemakers would wait until November. \u003cbr/\u003eCampbells produces about 700 tons of wine but this season's output will amount to only half of that. \u003cbr/\u003eViticulturist Malcolm Campbell says that it will take several years for the vines to recover. \u003cbr/\u003eIn the town of Rutherglen, local resident Kel Reynolds says that he believes that it is global warming is to blame and wants the country's political leaders to act. \u003cbr/\u003eIn 1997 Australia signed the Kyoto Protocol in exchange for being allowed to increase greenhouse gas emissions.\u003cbr/\u003eIn 2002, John Howard announced that Australia would not ratify Kyoto, saying it would \"cost us jobs and damage our industry.\" \u003cbr/\u003eAustralia is highly dependent on its fossil recourses, mainly coal, to generate power for its industries. \u003cbr/\u003eSlowly, the Howard government is coming to terms with the problem of global warming. \u003cbr/\u003eIn October this year Britain called on Australia to join an international carbon trading scheme. \u003cbr/\u003eThe pressure came after the release of former World Bank chief economist Sir Nicholas Stern's report on the economics of climate change. \u003cbr/\u003eAustralia would only join a carbon emission trading agreement if the United States, China and India were included, Prime Minister John Howard said last week as he again refused to sign on to the Kyoto Protocol.\u003cbr/\u003eAustralia and the United States are the only industrialised countries that have refused to ratify the agreement reached in Kyoto, Japan, in 1997 which sets targets for 35 countries to reduce their emissions of carbon which are widely blamed for global warming.\u003cbr/\u003eThe lack of rain has affected more than half of Australia's farm and ranch land,
