They don't work,  so they have to steal to support their habit. In the communities a long way from the  cities where there are no police, people consume crack in the street, in the home with  the family, in public, because there is no control.\"\u003cbr/\u003eSUPER CAPTION: Rayfiel Hodgson, Governor of South Atlantic Autonomous Region  (RAAS)\u003cbr/\u003eThe crack is made in home laboratories from packaged kilos of cocaine dumped by  traffickers on the coast.\u003cbr/\u003eThe Atlantic Coast is a major route for Colombian drug traffickers who supply an  estimated 70 percent of the cocaine in the U-S.\u003cbr/\u003eTraffickers toss the drug overboard to get rid of the evidence when chased by the police - - packages of 90 to 95 percent pure cocaine that locals have learned to turn into crack.\u003cbr/\u003eSince the end Nicaragua's civil war in 1990, the military budget has been slashed.\u003cbr/\u003eThe shoreline has been left practically unguarded, in contrast to the heavily patrolled  international waters nearby.\u003cbr/\u003eSOUNDBITE (Spanish) \u003cbr/\u003e\"There aren't enough patrols off the coast of Nicaragua because of its geographical  setting because of a lack of funding. This facilitates drug trafficking via our coast.\"\u003cbr/\u003eSUPER CAPTION: Ramon Payan, RAAS Chief of Police\u003cbr/\u003eBut police and community leaders think that traffickers are dropping their cocaine  intentionally to encourage drug dependence.\u003cbr/\u003eCrack usage has taken its toll.\u003cbr/\u003eBluefields prison is full of young people charged with drug-related crimes.\u003cbr/\u003eJose Cruz Enrique comes to the prison to bring some extra food for his son, locked  inside.\u003cbr/\u003eIt was Jose Cruz Enrique himself who turned his son in, because he thought prison  would be better than the streets.\u003cbr/\u003eSOUNDBITE (Spanish) \u003cbr/\u003e\"He lied to us all the time and so we decided to put him in prison so he could reduce  his drug addiction.
