The problem is that the failure of the  government in negotiations is also a failure of the EZLN because it's a negotiation  between two parties.\u003cbr/\u003eSUPER CAPTION:  Sub-comandante Marcos\u003cbr/\u003eMarcos accused the authorities of hoping the rebellion would dry up.
