told reporters that overall the situation in Iraq was improving, and that the the United States and Britain recognised the need to improve security and to ensure that as soon as possible Iraq would be governed by the Iraqis themselves. \u003cbr/\u003eStraw later held discussions at the State Department with Secretary of State Colin Powell.\u003cbr/\u003eIn a news conference, Powell said it was in the interest of the United Kingdom, United States and coalition partners to accelerate the process of putting in place a government for the people of Iraq.\u003cbr/\u003eFor months, the Bush administration has insisted that Iraqi leaders write a constitution, then hold elections before power shifts from U.S. occupiers to Iraqis. \u003cbr/\u003eBut on Thursday national security adviser Condoleezza Rice said the Iraqi Governing Council had resisted that American timeline.\u003cbr/\u003eRice said it was still important that the Iraqi people have a permanent constitution and elections for a permanent government, but added it was also important to accelerate the transfer of power to the Iraqis.\u003cbr/\u003eThe U.S.-appointed council faces a December 15 United Nations' deadline for
