moderate Arab states of Jordan and Egypt for their role in brokering the weekend's agreement that could allow Palestinian leader Yasser Arafat to leave his compound in Ramallah.\u003cbr/\u003eSenate Appropriations Committee Chairman Senator Robert Byrd questioned why  countries that received large amounts of U-S aid in the Middle East appeared to ignore President Bush's requests to tone down the
