Bush and others are arguing over the legality of the manual recounts that are under way in three Florida counties.\u003cbr/\u003eThe state's attorney general supports those recounts. \u003cbr/\u003eAnd his attorney led off Monday's session -- telling the justices that \"public officials have the responsibility to count and recognize the vote of all Floridians.\"\u003cbr/\u003eHe said, \"The right to vote includes the right to have the vote counted.\"\u003cbr/\u003eThe attorney general differs with Florida's secretary of state, who opposes the hand recounts.\u003cbr/\u003eAnd attorney Paul Hancock said the secretary of state's interpretation of the law is \"flatly wrong.\" \u003cbr/\u003eHe said, \"It elevates machines over voters.\"\u003cbr/\u003eFormer U-S Secretary of State Warren Christopher looked on, one of numerous lawyers on all sides of the case that will likely play a key role in deciding who the nation's next president will be.\u003cbr/\u003eAl Gore's lawyer told the court there's nothing in Florida law that says the curtain must come down seven days after the presidential election.\u003cbr/\u003eDavid Boies argued that, therefore, the Florida Supreme Court can let the hand recounts continue and be included in the final vote tally.\u003cbr/\u003eBut justices repeatedly raised concerns about whether all the recounting -- and contesting of those recounts -- can be done by December 12th, the date when Florida must certify its electors to vote in the electoral college on December 18th.\u003cbr/\u003eBoies says Gore's campaign recognizes that counties are supposed to forward the results to the secretary of state seven days after the election. \u003cbr/\u003eBut he also says there's room to supplement the returns with absentee and manually-counted votes. \u003cbr/\u003eBoies says the court can set a date by which everything must be done in order to meet the December 12th deadline. \u003cbr/\u003eWhen asked what would guide the court, Boies says the justices would have to use\u003cbr/\u003etheir judgment.\u003cbr/\u003eBoies also says the court should set the standard now for recounting ballots in the interest of time.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"And since we have a limited amount of time here we would ask that we get right to the heart of the matter as you see it, and because we are fully cognizant of the facts and the procedures below that have brought you here.\"\u003cbr/\u003eSUPERCAPTION: Chief Justice Charles T Wells \u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"Public officials have a responsibility to count and recognise the votes of all Floridians who voted in the presidential election.
