We are quite simply trying to end the war.  And I think that we clearly see the urgency first in Croatia to have arrived,  in the delays which you know meaning between now and March 31, to an agreement which permits the keeping in place of UN troops in different forms.  This has been the first priority. Second priority, in Bosnia the renewal of the ceasefire agreement which ends on April 30th.  Third priority, reintroducing a French proposal which was taken up by the EU for a tri-party meeting which for now has been derailed due to the stubbornness of some, more precisely, due to the refusal of President Milosevic to participate in this sort of exercise.\u003cbr/\u003eSUPER CAPTION: Alain Juppe, French Foreign Minister\u003cbr/\u003eJuppe also expressed concern about the latest moves by the Turkish military into northern Iraq, where they are targeting Kurdish camps.\u003cbr/\u003eSOUNDBITE: (in French) We are in Turkey, as elsewhere,  attached to the idea of territorial integrity and the respect of the sovereignty of states.  And I add that this principle is valid for everyone including the penetration of Turkish troops in Iraq as is occurring right now.  Second principle, we condemn terrorism.  And from that point of view we consider that the PKK is a terrorist organisation.  And finally, the third point we have told Turkey that whatever the difficulties it has encountered, as a partner of the EU, as member of NATO,  it has obligations to respect fundamental human rights,  democracy,  states, defence, etc.  And we have called attention to the fact that those rights were not respected today.\u003cbr/\u003eSUPER CAPTION: Alain Juppe, French Foreign Minister\u003cbr/\u003eAccording to one OSCE delegate there is no big stick to back up enforcement of the pact.
