It aims to create an online network, connecting 53 countries in Africa with universities and hospitals in India.\u003cbr/\u003eSatellite and fibre optic links will bridge the gap between Africa and India. The technology is being referred to as: 'tele-education' and 'tele-medicine' services.\u003cbr/\u003eIt means that students in Africa will no longer need to leave their home countries in search of a better education abroad, but will instead be taught from a different country, through a monitor. \u003cbr/\u003eAlso, doctors in Africa will have the chance to get expert medical advice with the click of a button.\u003cbr/\u003eIndia's Minister for External Affairs, Mr Pranab Mukherjee, arrived in the Ethiopian capital (Addis Ababa) to inaugurate Africa's first 'tele-education' and 'tele-medecine' project.\u003cbr/\u003eThe scheme is being funded by the Indian government. (The original offer was made in 2004 by the then Indian President (A.P.J. Abdul Kalam) during the inaugural session of the Pan-African Parliament in South Africa.)\u003cbr/\u003eEthiopia was chosen as the location for the pilot project mainly because the headquarters of the African Union and the United Nations Economic Commission for Africa (UNECA) are based in its capital Addis Ababa. \u003cbr/\u003eDuring the recent opening of the pilot project, the Indian Minister for External Affairs spoke of the long tradition of co-operation in the field of education between India and Ethiopia.\u003cbr/\u003eBack in the 1960s, many Indian professors came to Ethiopia to pass on their knowledge. There are 450 professors at various universities around the African country today. They are continuing to provide that service, but now in a rather different style: through interactive television screens.\u003cbr/\u003ePresently two universities in Ethiopia (Addis Ababa University and another near Harar, in the far east of Ethiopia) are linked up to the Indira Gandhi National Open University (I.G.N.O.U.) in New Delhi where professors give tutorials using the tele-education system.\u003cbr/\u003eThe pilot project is expected to end in Ethiopia within a year. \u003cbr/\u003eIt is hoped that one day the tele-education system will be expanded to cover all 22 of Ethiopia's universities helping up to 700 students a year. And with all the lessons being recorded and stored, students can even have access to lessons from their computers at homes. The project plans to provide online lessons in Arabic, Portuguese and French for use across the continent.\u003cbr/\u003eAround 3,000 Ethiopian students are currently studying in India but that could soon change, with students no longer having to travel abroad to further their education.\u003cbr/\u003eStudents say these 'virtual', 'remote' lessons feel just like normal classrooms as students and teachers can still interact.\u003cbr/\u003eBiruk Gebru is currently in the second semester of his MBA (A Master of Business Administration qualification) - something that would have been impossible if it was not for tele-education.\u003cbr/\u003eThe tele-education services will be provided from seven well-regarded universities in India and five leading regional universities in Africa. Tele-medicine services will be provided by 12 hospitals in India and five in Africa, each that have particular specialities in medicine.\u003cbr/\u003eTelecommunications Consultants India Limited (T.C.I.L.) is the government-owned agency that is running the project. It is currently using fibre optic cable (2 MegaBits per second - a unit of data transfer rate) to transmit lessons and information, but soon the company hopes to get its own dedicated satellite with a faster speed of 8-10mbps (MegaBits per second).\u003cbr/\u003eMuch of this project technology is new to engineers in Ethiopia, but Telecommunications Consultants India Ltd say they will ensure the project is sustainable when they leave.\u003cbr/\u003eAlong with the tele-education system is the tele-medicine project. \u003cbr/\u003eTwo hospitals in Ethiopia, one in Addis Ababa and another in the remote western area of the country (Nekempte) are connected to India's Care Hospital in Hyderabad.\u003cbr/\u003eDoctors from each hospital meet on a regular basis to discuss difficult cases covering cardiology (to do with the human heart), pathology (to do with human organs, tissue and cells) and radiology (to do with image technology to diagnose and treat conditions). As well as giving medical consultations, the Indian doctors also give lectures on various medical topics. \u003cbr/\u003eEthiopian doctors say there are severe staff shortages in the health sector, particularly in rural areas, and advice from health professionals in India will help dramatically.\u003cbr/\u003eT.C.I.L. (Telecommunications Consultants India Limited) says the tele-education and tele-medicine projects will soon be expanding to 10 more African countries. By next year it is hoped a total of 24 nations will have the systems up and running. (it is costing the Indian government around $110 million USD.)\u003cbr/\u003eBy doing this, India hopes to reduce the digital divide throughout Africa and improve fundamental social services for the
