crisis.\u003cbr/\u003eBoutros Ghali, who is in Italy for an international conference, says he hopes Iraq will allow free access to UN weapons inspectors in order to avoid war and prevent the further suffering of the Iraqi people.\u003cbr/\u003eHis comments come as his successor, Kofi Annan, arrived in Baghdad on Friday to seek a diplomatic solution that will satisfy Iraq, the United Nations and prevent a U-S-led military strike in the region.\u003cbr/\u003eIn Rome for a conference on the French language, the former U-N Secretary-General spoke to APTV about the latest situation in the Gulf. \u003cbr/\u003eSOUNDBITE (English)\u003cbr/\u003e\"I still hope that we will be able to find a peaceful solution to this problem -- a peaceful solution that will take into consideration the people of Iraq because in a case of a military confrontation it is the people of Iraq that will suffer and they are already suffering a lot since the economic sanctions which have been adopted in War.\u003cbr/\u003eUnder the oil-for-food program, the U-N has restricted the amount of oil Iraq may export internationally.\u003cbr/\u003eIn turn, the revenue raised is supposed to be spent on buying food for the Iraqi people.\u003cbr/\u003eHowever, the program has had a crippling impact on Iraq's economy.\u003cbr/\u003eFood has been rationed in Iraq since the Gulf War and, all over the country, people can be seen queuing for food and other goods.\u003cbr/\u003eAs a result, the U-N Security Council is preparing for a vote on Friday on whether to allow Iraq to more than double the amount of oil it can sell under the oil-for-food plan.\u003cbr/\u003eBut Boutros Ghali, the man who took up his post as Secretary-General after the last Gulf War, said he still believed the oil-for-food-program Iraq to give U-N inspectors access to suspected weapons sites.\u003cbr/\u003eNow, as his predecessor Kofi Annan prepares to meet Iraqi President Saddam Hussein, Boutros Ghali acknowledged that while larger countries like the U-S do have a certain influence with the U-N, smaller nations also have a say by the very fact they are in the United Nations.\u003cbr/\u003eSOUNDBITE
