Wide shot of Ground Zero area with street in foreground\u003cbr/\u003eNew York City's police commissioner on Thursday confirmed that Iran's president would not be permitted to lay a wreath at Ground Zero, the site of the September 11, 2001 attacks on the World Trade Centre. \u003cbr/\u003ePresident Mahmoud Ahmadinejad is scheduled to arrive in New York on Sunday to address the United Nation's General Assembly.\u003cbr/\u003eHe asked the city and the US Secret Service earlier this month for permission to visit the site, but Police Commissioner Ray Kelly told journalists on Thursday that the request to enter the fenced-in site was rejected because of ongoing construction there and due to security concerns.\u003cbr/\u003e\"We have to be concerned about public safety issues, so we've communicated our concerns to the Iranian mission. I'm sure they'll abide by our statement,\" Kelly said.\u003cbr/\u003e\"We believe Ground Zero, a visit to Ground Zero, creates public safety concerns and issues,\" he added.\u003cbr/\u003eIn Washington DC, a State Department spokesman gave a more political response to the request. \u003cbr/\u003e\"It does seem to be rather appalling and the height of hypocrisy for an individual who is one of the world's leading state sponsors of terror to want to visit a place where so many people...lost their lives in a terrorist incident,\" said Tom Casey.\u003cbr/\u003eAhmadinejad, who will be under Secret Service protection while he is in the US, is not the only one not allowed access to Ground Zero.\u003cbr/\u003eWhile families of victims were allowed a restricted visit on the September 11 anniversary, and some politicians are also allowed to pay their respects on occasion, city officials have restricted visits to the area for years.\u003cbr/\u003eBefore last week's sixth anniversary, family members battled with city officials to gain access to the area where the 110-story buildings once soared. \u003cbr/\u003eThe official ceremony was held in a nearby park, but the mourners were permitted to walk down into the site during the service, perhaps for the last time.\u003cbr/\u003eThe public is not permitted inside the area where hard hats and construction equipment are a daily presence, forcing the steady stream of tourists who visit the site every day to gather on a pavement outside and peer into ground zero through a fence.\u003cbr/\u003eA spokesman for Ahmadinejad said the Iranian leader wanted to lay a wreath at the site in memory of the victims, but it wasn't clear whether he wanted to descend to the base of the trade centre site, where the fallen twin towers stood, or to lay a wreath on the pavement outside the site.\u003cbr/\u003eUS citizens questioned near the site of the September 11 attacks expressed mixed views on Thursday, but showed a degree scepticism about the Iranian request.\u003cbr/\u003eAaron Sadovsky said it seemed \"provocative\", adding the president had \"shown no great love of the American people.
