Pan of press conference\u003cbr/\u003eThe US is extremely concerned about reports that Saddam Hussein diverted money from a UN aid scheme for Iraq, US Secretary of State Colin Powell said Saturday during a stopover in Kuwait.\u003cbr/\u003eUS congressional investigators have charged that Saddam's regime raked in 10 billion (b) US dollars through oil smuggling, illegal surcharges and kickbacks from the UN oil-for-food programme. \u003cbr/\u003eAn Iraqi newspaper has published a list of about 270 former Cabinet officials, legislators, political activists and journalists in about 46 countries who are suspected of profiting from the scam.\u003cbr/\u003ePowell said the United States would assist the investigation that UN Secretary-General Kofi Annan proposed Friday.\u003cbr/\u003eThe oil-for-food program, which ended in November, was set up by the UN Security Council to enable Saddam's regime to sell oil on condition that\u003cbr/\u003ethe proceeds were used to buy humanitarian goods for the Iraqi people and pay reparations for the 1991 Gulf War.\u003cbr/\u003ePowell spoke at Kuwait airport minutes before he ended his six-day tour of Asian and Middle East states. \u003cbr/\u003eDuring his few hours in Kuwait, he held talks with the emir, foreign minister and prime minister.\u003cbr/\u003eSaturday was the first anniversary of the start of the Iraqi war, which toppled Saddam Hussein. \u003cbr/\u003eThe dictator's overthrow was welcomed in Kuwait, which Iraqi forces invaded in 1990 and occupied for seven months.\u003cbr/\u003eKuwait allowed US and British troops to launch their invasion of Iraq from its territory.\u003cbr/\u003ePowell arrived from Riyadh, Saudi Arabia, where he said the US would help Arab countries move toward democracy, but it has no
