of agents linked to birth defects, state chemical regulators said on Tuesday.\u003cbr/\u003eA Department of Toxic Substances Control (DTSC) report determined that the mislabelled nail products have the potential to harm thousands of workers in more than 48-thousand nail salons in California, and their customers.\u003cbr/\u003eThe use of the three chemicals in nail products is legal if properly labelled. \u003cbr/\u003eBut agency officials said the false claims may violate a state law that requires disclosure of harmful chemicals in consumer products. \u003cbr/\u003eThe California attorney general could decide whether the companies will face legal action, which can include fines and an order to attach warning labels.\u003cbr/\u003eInvestigators randomly chose 25 brands of polishes that are available only at nail salons - including a number of products claiming to be free of the chemicals toluene, dibutyl phthalate (DBP) and formaldehyde, which are known as the toxic trio. \u003cbr/\u003eRegulators said exposure to large amounts of the chemicals has been linked to developmental problems, asthma and other illnesses.\u003cbr/\u003eInvestigators found that 10 of 12 products that claimed to be free of toluene actually contained it, with four of the products having dangerously high levels. \u003cbr/\u003eThe report also found that five of seven products that claimed to be \"free of the toxic three\" included one or more of the agents in significant levels.\u003cbr/\u003eThe agency said it did not have enough data to accurately estimate how many people were being exposed to the chemicals through the products.\u003cbr/\u003e\"We know there are exposures at salons, both to workers and customers, and we're concerned about potential harm,\" said Karl Palmer, the DTSC's pollution prevention performance manager who oversaw the report.\u003cbr/\u003eThe tested polishes are not available in stores and can be purchased only at a nail salon. \u003cbr/\u003eThe DTSC said all three chemicals are linked to chronic health conditions when inhaled, and that the 121-thousand licensed nail care technicians who work in the salons, many of them young Asian-American women, are most at risk. \u003cbr/\u003eTwo of the three chemicals tested on humans and animals have shown links to developmental problems, while DBP has only been tested on animals.\u003cbr/\u003e\"These chemicals have absolutely no place in products we put on our bodies and especially not a product that exposes salon workers day in and day out to dangerous chemicals and fumes,\" said Lisa Archer of the Campaign for Safe Cosmetics.\u003cbr/\u003eThe agency said the salons are often poorly ventilated, leading to exposure to a number of harmful chemicals. \u003cbr/\u003eSan Francisco passed an ordinance in October 2010 that gives a \"green seal\" to salons that voluntarily choose to use nail polishes free of the three chemicals included in the DTSC's report. \u003cbr/\u003eNew York City had a similar ordinance to recognise salons that choose products devoid of the toxic trio.\u003cbr/\u003e\"We are alarmed by the results of this report,\" Julia Liou, co-founder of the California Healthy Nail Salon Collaborative and a public health administrator for Asian Health Services, said in a statement.\u003cbr/\u003e\"Misrepresenting that a product is free of chemicals that are known carcinogens and reproductive, neurological and development toxicants is a major public health issue,\" she said.\u003cbr/\u003eDBP has been banned in nail products in the European Union, which has strict limits on the amount of formaldehyde and toluene that can be used. \u003cbr/\u003eThe California attorney general's office said it will have to review DTSC's
