following high profile account information leaks at stores such as Target - for some a change can't come soon enough.\u003cbr/\u003eIt's a ritual the rest of the world has long since forgotten.\u003cbr/\u003eThe United States is the only developed country to be still hanging on to credit and debit cards with black magnetic strips used to swipe through retail terminals.\u003cbr/\u003eThe rest of the industrialised world has switched - or is in the process of switching - to \"smart\" chip-based cards. \u003cbr/\u003eCard fraud and the measures taken to prevent it here in the US now cost merchants, banks and consumers billions of dollars each year.\u003cbr/\u003eAnd following an information leak of customers details by clothing store Target, for some the switch can't come soon enough:\u003cbr/\u003e\"Magstripe is very old technology,\" says Bohdan Myroniw, Director of Business Development at AJB Software.\u003cbr/\u003e\"Even though we have to protect it for many years still to come as part of a migration, I think we'll all welcome the retirement of magstripe when it comes.\"\u003cbr/\u003eWhile the problem with black magnetic strips on the back of cards is that it's about as secure as writing your account information on a postcard.\u003cbr/\u003eSmart cards with built-in chips are the equivalent of a safe - as they can hide information so it can only be unlocked with the right pin key.\u003cbr/\u003eAdvocates like Myroniw say there's proof that these chip-based cards will help make people's accounts more secure:\u003cbr/\u003e\"Both in the marketplaces that we've worked with beyond the US, like the UK and Canada, both of those markets places have seen significant fraud reductions in terms of card duplication and the reductions in terms of charge backs for the merchants,\" he says.\u003cbr/\u003eBut the stripes have been so entrenched in the vast US payment system that banks, payment processors and retailers have still failed to reach a consensus on how to revamp it, leaving the country behind the rest of the world.\u003cbr/\u003eUS stores at the moment have little reason to install smart card-based terminals unless banks choose to issue them.\u003cbr/\u003eUsing the chip-based cards at checkout is expected to be similar to how consumers in the US use cards today, but with one slight exception:\u003cbr/\u003e\"We're going to be inserting our card, sort of dipping our card in the device, leaving it there for a few seconds while we enter the pin, if it's a pin card,\" says Eric Vlugt, Vice President Product Marketing with Verifone.\u003cbr/\u003e\"If it's a signature card we would insert into the device and we would sign our name just like we do today.\"\u003cbr/\u003eSmart cards like this are recognisable by the fingernail-sized chip embedded on one side. \u003cbr/\u003eThe chip inside the card can transmit information to a terminal when slid into a slot.\u003cbr/\u003eDespite the benefits, Blogger Bob Sullivan says they still only resolve one issue: \u003cbr/\u003e\"Chip cards only solve one kind of problem that's when cards are cloned, so someone steals an account number and a bad guy takes that account number and puts it on a new piece of plastic and goes to store and shops with it,\" he says.\u003cbr/\u003e\"Bad guys can't copy the chips, so it's hard to clone cards and chip and pin credit cards prevent that kind of fraud.\"\u003cbr/\u003eSullivan also says it's still unclear how much damage was done by the Target data leak:\u003cbr/\u003e\"The risk is still unclear because Target hasn't exactly said what's been stolen and how it's been stolen, but we know for sure it's not just credit card numbers,\" he says.\u003cbr/\u003e\"For some people it's names, addresses, physical addresses, email addresses and other data that they might have acquired during the course of doing business.\"\u003cbr/\u003eTarget's massive pre-Christmas security breach may have affected more than 70 million people.\u003cbr/\u003eTarget Corp. disclosed in December that about 40 million credit and debit cards may have been affected by the breach that occurred between Nov. 27 and Dec. 15. \u003cbr/\u003eBut according to new information released last week those criminals also stole personal information - including names, phone numbers as well as email and mailing addresses - from as many as 70 million customers who could have shopped at stores outside of that timeframe.\u003cbr/\u003eSome overlap exists between the two data sets.\u003cbr/\u003eFor countries that already use chip-based cards, a sense of security is apparent among consumers.\u003cbr/\u003eHere in the UK, chip-based cards were introduced ten years ago in 2004.\u003cbr/\u003eAccording to Financial Fraud Action UK, fraud losses on the UK high street have fallen 75 percent since then.\u003cbr/\u003e\"I've got my own pin number, which no one else knows. So if someone took my card they wouldn't be able to get money out,\" says Kate Paxton.\u003cbr/\u003e\"It's much better having a chip in your card then having to swipe it because you know the pin
