government officials held a ceremony on Thursday declaring the start of joint military exercises. \u003cbr/\u003eAbout 140 U-S soldiers are in the Philippines already, with about 600 expected to join in for the training. \u003cbr/\u003eIncluded are around 160 U-S Special Forces troops. \u003cbr/\u003eThe U-S soldiers are being based in the headquarters for the Philippines Southern Command in the city of Zamboanga. \u003cbr/\u003eCalled Balikatan or \"shoulder to shoulder,\" the manoeuvres will allow U-S troops to build a presence there and the nearby island of Basilan. \u003cbr/\u003ePhilippines troops have been waging an offensive in this area against Abu Sayyaf guerrillas who have been responsible for a number of kidnappings. \u003cbr/\u003eCurrently the Abu Sayyaf are holding an American couple and a Filipino nurse. \u003cbr/\u003eThe presence of U-S troops so close to an actual war-zone in the Philippines has proved controversy in the U-S. \u003cbr/\u003eIn the Philippines there have been protests about the foreign soldiers being there at all. \u003cbr/\u003eOpponents have been particularly critical after U-S President George Bush's recent State of the Union address. \u003cbr/\u003eThey fear Bush was including the Philippines amongst those countries the U-S accuses of harbouring terrorists. \u003cbr/\u003eThey see the arrival of American troops as a sign the U-S government intends carrying out its own military campaign in the country. \u003cbr/\u003ePhilippines Secretary of National Defence, Angelo Reyes, and U-S Charge
