Mathaai walking in her garden\u003cbr/\u003eThe shopping list includes wind farms, seawalls, and even new homes for flooded-out islanders, and poor countries want to present the bill to the rich at this month's climate talks in Copenhagen.\u003cbr/\u003eHow many billions of dollars it will cost and who will pay is being sharply debated by negotiators from 192 nations meeting in the Danish capital until December 18 to try to draft a new agreement to combat global warming.\u003cbr/\u003eThe poor say they need help from countries that grew rich off polluting industries, to buy the clean technology required to grow their economies\u003cbr/\u003ewithout adding to greenhouse emissions, and to cope with the droughts, floods and other disruptions associated with global warming.\u003cbr/\u003eAn example of what they're looking for sits balanced on the tin roof of a tiny brick house north of Johannesburg - a solar water heater consisting of\u003cbr/\u003etubes attached to a white plastic tank.\u003cbr/\u003eWhen the Twala family moved from a one-room shack in a nearby squatters' camp to the government-built house in Johannesburg two years ago, their new home had a toilet in the bathroom, a sink in the kitchen and few other amenities.\u003cbr/\u003eSamantha Twala, 26, a Johannesburg office assistant, said: \"It (electricity) is very expensive, it costs much for electricity. Luckily we have this tested solar heater and it works.\"\u003cbr/\u003eTwala said she, her two sisters and her mother used to boil water in an electric kettle for baths, two kettles-full each. \u003cbr/\u003eHer mother, a maid, thought about buying an electric water heater and tank. \u003cbr/\u003eBut besides the initial expense, that would have added to monthly electricity bills of 80 rand (about 10 US dollars) that the family already found difficult to pay.\u003cbr/\u003eThen, as part of a city project to install 600 solar water heaters in the Twalas' neighbourhood, a test unit was put on their roof this year. Their\u003cbr/\u003eelectricity bills have dropped by half and now other rooftops await.\u003cbr/\u003eSouth Africa announced in November it was getting 500 million US dollars from the Clean Technology Fund, created this year with pledges from Australia, Britain, France, Germany, Japan, Spain, Sweden and the United States.\u003cbr/\u003eIt plans to use most of that money to convert a half-million households from electric to solar water heaters and to build a solar power plant and a wind farm.\u003cbr/\u003eThe 600 heaters being installed in Twala's neighbourhood, like the houses, will cost poor families nothing.\u003cbr/\u003eSince apartheid ended in 1994, the African National Congress-led government has built more than two million homes for impoverished black people\u003cbr/\u003ewhose needs had been ignored by white rulers.\u003cbr/\u003eMillions more remain in inadequate housing, growing impatient not just for shelter but for other basic services.\u003cbr/\u003eSouth Africa, a country of nearly 50 million people, is rich in coal, from which it generates 80 percent of its energy. Switching to renewable energy here and in the rest of the developing world, and dealing with the effects of climate change, will not be cheap.\u003cbr/\u003eA World Bank study this year estimated the cost of just one aspect - coping with lower farm yields and greater health risks because of drought and\u003cbr/\u003eflooding - at between 75 billion and 100 billion US dollars a year.\u003cbr/\u003eIt's easy to see how the price tag could balloon.\u003cbr/\u003eOfficials in some countries say money is needed for studies to determine which crops would respond well to higher temperatures, and to adopt proper farming techniques.\u003cbr/\u003eThat kind of \"capacity building\" - surveying, planning, training - would be a crucial component of a 10 billion US dollars a year financing package that UN climate chief Yvo de Boer has suggested for Copenhagen, as a three-year \"prompt start\".\u003cbr/\u003eEuropean leaders generally have endorsed that plan. \u003cbr/\u003eBeyond that, the European Commission proposed last month that Europe contribute between two billion and 15 billion euros (3 billion US dollars and 22.5 (b) billion US dollars) a year starting in 2020 to help developing countries combat global warming.\u003cbr/\u003eThe US said it too would help developing nations on climate.
