talks on Friday ahead of the meeting, closely followed by European foreign ministers.\u003cbr/\u003eSpeaking at the meeting he said said NATO's Secretary General said the international community needs to provide both the necessary military and the civilian resources to achieve results in Afghanistan.\u003cbr/\u003eOn the eve of the NATO meeting Rice said the U.S. money will be used for reconstruction and for building up Afghan security forces.\u003cbr/\u003eNATO is seeking to refocus its campaign in Afghanistan to ensure military advances by its 32,000-strong force in the\u003cbr/\u003ecountry are quickly followed up by development projects to help win support of the local population against the\u003cbr/\u003eTaliban. \u003cbr/\u003eThe Taliban's re-emergence last year led to Afghanistan's bloodiest year since a U.S.-led invasion toppled the hardline Islamic regime in 2001.\u003cbr/\u003eA major new Taliban offensive is expected in the coming
