all.\u003cbr/\u003eAlbright reacted to the news during as she started a visit to the Ukraine where she held meetings with Ukrainian officials and honoured victims of Soviet terror.\u003cbr/\u003eShe is visiting the country to affirm strong U-S support for Ukraine's ambitious economic reform agenda.\u003cbr/\u003eU-S Secretary of State Madeleine Albright first visited Kiev in March 1998.\u003cbr/\u003eAccording to the U-S State Department, Albright's latest visit aims to encourage further economic reforms in the Ukraine.\u003cbr/\u003eReforms in the strategically located and potentially rich nation were slowed by government inefficiency, corruption and complicated laws.\u003cbr/\u003eNow, President Leonid Kuchma and Prime Minister Viktor Yushchenko have embarked on a new course, implementing wide-ranging land reforms.\u003cbr/\u003eThis has intensified privatisation efforts to spur economic growth over the next few years.\u003cbr/\u003eAlbright, earlier this year, named Ukraine, along with Colombia, Indonesia and Nigeria, as nations that are to receive special attention and U-S aid in 2000.\u003cbr/\u003eUkraine, which Albright said is threatened by economic decline, corruption and crime, received U-S 195 (m) million dollars in aid last year.\u003cbr/\u003eA further U-S 219 million (m) dollars is being requested for 2000.\u003cbr/\u003eAs part of her visit, Albright honoured the victims of communist repression.\u003cbr/\u003eThis monument is dedicated to Ukrainians killed in the 1932-33 famine enforced by Soviet dictator Josef Stalin.\u003cbr/\u003eThe current visit was originally planned for April 20-21.\u003cbr/\u003eSome media suggested the visit was rescheduled in order to precede that of Russian President Vladimir Putin, who is due to arrive in Ukraine on Monday.\u003cbr/\u003eUkraine, under President Kuchma, has long tried to manoeuvre itself between the United States and Russia, its powerful northern neighbour. \u003cbr/\u003eSince independence in 1991, Ukraine has proclaimed itself to be neutral, and Kiev describes both Washington and Moscow as strategic partners.\u003cbr/\u003eU-S Secretary of State Madeleine Albright hailed Friday's vote in the Russian parliament on a nuclear arms pact as a big step forward.\u003cbr/\u003eParliament's lower house -- the State Duma -- ended years of
