People who are living below poverty line, and to do that they had really nothing - literally - they don't have their own house, maybe sharing a room and some of them they don't even have a job. So we say, let's find a new program, "can we move them to a new place, a bad piece of land for example, let's build some houses, some comfortable houses for them and then give them some employment."
The socio-economic experiment seems to have succeeded, prompting the government to get involved in charting a new plan to build more of such villages to improve livelihoods across this Southeast Asian country, where nearly one of 10 people in rural provinces lives below the official poverty line.
The idea for the village began at Iris, a company whose interests range from passport computer chips to agricultural equipment. Collaborating with a local Islamic bank for charity work, Iris executives brainstormed a plan to develop homes and a farm on a 25-acre (10-hectare) site of abandoned land that state authorities offered to provide in Malaysia's eastern Pahang state.
Malaysia's government regularly encourages companies to conduct "corporate social responsibility" programs; in recent years, these ranged from oil-and-gas company BP helping to manage a sanctuary for endangered turtles to toothpaste manufacturer Colgate providing oral care travel kits to Muslim pilgrims bound for Saudi Arabia.
By early last year, some 80 families selected by Pahang's welfare and religious authorities for Iris' project left behind their cramped wooden shacks to move into three-bedroom, brick-and-mortar houses where they could live rent-free for years in the state's Pulau Manis district.
Among them: Faizal Zulkifli, a father of three whose home is one of the 80 constructed near palm oil plantations. Grocery shops and school lie nearby, but it's nearly an hour's drive to the closest major town.
Faizal's bungalow is almost indistinguishable from his neighbours', and while it's far from a luxurious existence, it's better than what the former palm oil plantation worker's family had before. Now the family have electricity and running water.
"I've felt a big change since I moved here. My family has not lacked anything since I worked and earned money here. Thank God," he says.
For those who moved here, ready jobs awaited them. Beside the homes, Iris constructed plant nurseries where many villagers now tend to cabbage, tomatoes, rock melons, okra, lettuce and chili peppers that Iris sells in Kuala Lumpur, Malaysia's largest city, as well as Singapore, the country's southern neighbour.
Faizal says his current responsibilities are a cinch compared to loading heavy bunches of palm oil fruits onto trucks.
A few months after the Pulau Manis village was completed, Iris became confident enough to begin building a similar village about a half-hour's drive away. Another 50 families moved early this year into the second village, which features a fenced-up space for rearing chickens and water tanks where thousands of freshwater fish are now bred.
It wasn't long before Malaysia's federal government took notice of both villages, which Iris says cost a total of 16 million ringgit ($5.2 million) to develop.
Tan, the Iris executive, recalls touring one of the villages earlier this year with Prime Minister Najib Razak, whose home state is Pahang, and managing to impress him.
Subsequently, government officials agreed to fund the construction of at least five more villages by Iris in various Malaysian states, each costing about 25 million ringgit ($8.2 million).
Each upcoming village for this project - known in the Malay language as "Rimbunan Kasih," loosely translated as "Canopies of Love" - will contain 100 houses and wide-ranging farm facilities, as well as community halls, places of worship and computer laboratories.
There'll be other upgrades: the 1,000-square-foot (100-square-meter) houses in the planned villages will be better insulated and can be constructed faster says Tan.
Iris says the "Rimbunan Kasih" villages are environmentally friendly. Construction of the houses requires no timber and concrete, while Iris' farm technology eliminates wastage, as water is recycled from fish tanks to mechanically irrigated vegetable pots that use less water compared to traditional farming.
Iris insists it is "absolutely certain" the villages will be profitable from crop earnings and sustainable in the long term, though it was unable to provide specific projections.
Najib is expected to launch the first village before year-end as part of efforts to bring better wages to rural regions, where official data show about 8.5 percent of Malaysians live in poverty. That's far lower than the 58 percent in 1970, but much of the improvement was recorded through the 1990s, with the poverty rate remaining stubborn in the past decade.
The number of people who'll move into these new villages in the coming months is only a few thousand, but government and Iris officials hope it's just the beginning.
Some see the "Rimbunan Kasih" project as a model for how the corporate sector can become more closely involved in Malaysia's anti-poverty efforts, which traditionally comprise a mix of strategies such as investing in education infrastructure and providing small-business loans and training in agriculture and industrial skills.
It's not too often that the corporate sector contributes funds and expertise to kick-start projects like this, but officials are hoping more companies become motivated to do so, says Yusoff Sulaiman, president of the Malaysian Industry-Government Group for High Technology, a think tank overseen by the Prime Minister's Department.
Yusoff Sulaiman says "Developing programmes which are sustainable through the creation of entrepreneurs in those programmes.
