One farmer was killed and hundreds of people were injured in clashes with police.\u003cbr/\u003ePolice had closed off several subway and train stations that run close to the demonstration site and were to seal off a vast area of Brussels where the E-U Parliament and Council buildings are located.\u003cbr/\u003eThe farm ministers' meeting is expected to continue through much of the week. \u003cbr/\u003eThe farm budget and other subsidy programmes, which take up about half of the E-U's 85 (b) billion euro (100 (m) million U-S dollar) annual budget, will have to be trimmed to allow as many as 10 east European nations to join the E-U.\u003cbr/\u003eSetting budgetary spending through 2006, the farm ministers will seek to at least freeze spending within the current ceiling of 40.5 (b) billion euros (45.8 (b) billion U-S dollars), but cuts could well go beyond this. \u003cbr/\u003eFarming organizations predict income losses of up to 15 per cent in a sector which is already below average income in the E-U.\u003cbr/\u003eFarmers have complained of belt-tightening throughout the 1990s and already suffered from the 1992 E-U farm reform. \u003cbr/\u003eAccording one farming union, E-U agriculture still represents about seven (m) million full-time jobs but it has been dwindling at a rate of up to four per cent per year during the past decade.\u003cbr/\u003eThe issues at stake could well increase tension at the demonstration. \u003cbr/\u003eFarmers are also planning a special protest meeting in Bonn on Friday to coincide with the E-U summit of government leaders.\u003cbr/\u003e Brussels, Belgium - 21 February 1999 \u003cbr/\u003e1.
