We think that is best dealt with through regulation. Regulation doesn't mean legalisation. It means that a state regulates what circumstances and situations pose a risk to society. And every country can make their own decision, just as each state in the United States has been making their own decision autonomously.\"\u003cbr/\u003e9. Mid of Richard Branson\u003cbr/\u003eA high-level international panel has roundly criticised the war on drugs as a failure, and is calling on governments to undertake experiments in decriminalising the use of drugs, especially marijuana, to undermine the power of organised crime.\u003cbr/\u003eThe report was compiled by The Global Commission on Drug Policy, who launched it at a news conference in New York on Thursday.\u003cbr/\u003eThe report concludes that criminalisation and repressive measures had failed, with devastating consequences for individuals and societies around the world.\u003cbr/\u003eThe 19-member commission includes former presidents of Mexico, Brazil and Colombia, Greece's prime minister, former UN Secretary-General Kofi Annan, former US officials George P. Schultz and Paul Volcker, the writers Mario Vargas Llosa and Carlos Fuentes, and British billionaire Richard Branson.\u003cbr/\u003eThe report claims that: \"Political leaders and public figures should have the courage to articulate publicly what many of them acknowledge privately: that the evidence overwhelmingly demonstrates that repressive strategies will not solve the drug problem, and that the war on drugs has not, and cannot, be won.\"\u003cbr/\u003eAt Thursday's news conference, Cesar Gaviria, former president of Colombia, pointed out that despite the billions of dollars spent on fighting drugs, consumption had not been reduced.\u003cbr/\u003eAnd former Brazilian President Fernando Henrique Cardoso, who chairs the commission, pointed out that ending the war on drugs does not imply complete liberalisation.\u003cbr/\u003e\"Stop the war on drugs, and let's be more constructive in trying to reduce the consumption. empirically proven to reduce crime, to lead to better health and to promote economic and social development.\u003cbr/\u003eThe commission was especially critical of the United States, which its members say must lead the way by changing its anti-drug policies from being guided by anti-crime approaches to ones rooted in health care and human rights.\u003cbr/\u003eInstead of punishing drug users, the commission argues that governments should \"end the criminalisation, marginalisation and stigmatisation of people who use drugs but who do no harm to others.\"\u003cbr/\u003eSeveral European members of the commission cited evidence from Portugal, Germany, Switzerland and other countries that shifting from criminalising drug users to treating and supporting them has reduced drug deaths and has either stabilised or reduced drug use.\u003cbr/\u003eAt Thursday's news conference, the commission received an online petition collected by the global campaigning organisation Avaaz and
