They are looking for ever more dramatic and devastating outrages to inflict on the people they claim to be their enemies. And there is an added dimension. It is not that they just care nothing for the lives of others, they care nothing for the loss of their own lives. At the moment, barely a day goes by without some new piece of intelligence coming via our security services about the threat to UK interests. Some of it will be based from sources in Britain and abroad, some of it reliable, some of it mis-information, being fed to waste our time chasing shadows. Some of it will be pure gossip, other material will be based on technical intelligence gathering. This kind of material is crossing the desks of the intelligence agencies, my desk, the home secretary's desk, all the time. And I can tell you that other nations are in exactly the same position. And tonight I want to take you through the dilemma that confronts us in meeting this threat and explain to you our strategy. The dilemma is reconciling the warning of people with alarming them, taking preventive measures without destroying the normal life of the country. And the strategy is as follows. Mid shot of Lord Mayor applauding with Tony Blair sitting down\u003cbr/\u003eThe British Prime Minister, Tony Blair warned his nation on Monday that they must be vigilant against terrorism.\u003cbr/\u003eSpeaking at the annual Lord Mayor's banquet in London's financial district, he also said that British people should not be overtly alarmed.\u003cbr/\u003eHis audience included over 750 officials, business leaders and others who arrived at the Guildhall under heavy security.\u003cbr/\u003eBlair told the gathering that barely a day goes by without new intelligence about a threat to British interests, some reliable and some less so.\u003cbr/\u003eHe maintained that responsible governments had to strike a balance.\u003cbr/\u003eHe also commented on Iraq, saying it was up to Saddam Hussein to make the next move if conflict was to be avoided.\u003cbr/\u003eAnd the British Prime Minister had words to say on the Israeli-Palestinian situation - saying a solution had to found as soon as possible.\u003cbr/\u003eThe issue of national security has been high on the agenda in Britain over the past few days.\u003cbr/\u003eHome Secretary David Blunkett, the Government Minister responsible for law and order, said on Sunday that the government could not fully protect people against the threat of attack, and he warned people to be particularly vigilant as Christmas approaches.\u003cbr/\u003eLast week, Britain's Home Office hurriedly withdrew a statement warning that al Qaida may be prepared to use a radiological device known as a \"dirty bomb,\" or some kind of poison gas.
