nuclear programme while still trying to keep it from becoming an atomic arsenal.\u003cbr/\u003eThe meeting, which took place in Almaty, Kazakhstan's largest city, was the latest in excruciatingly technical diplomatic discussions. \u003cbr/\u003eIran spent the day studying a new offer from the West to curb some tough international sanctions that have ravaged its economy in exchange for limiting
