Various of people at sunset\u003cbr/\u003eThe hopes and dreams of thousands of Saharawi wanting Spanish citizenship have come to depend on the determination and hard work of a rather frail court secretary in Cordoba. \u003cbr/\u003eRocio Montes is so dedicated to their cause, she decided to give up her lunch breaks and work long into the night to give the Saharawi their papers.\u003cbr/\u003eThe Dajla camp in Algeria is home to approximately 50,000 refugees from the Western Sahara, a territory in southern Morocco. \u003cbr/\u003eAfter Spain withdrew from the territory as a colonial power, Morocco took over Western Sahara in 1975, sparking a long conflict as fighting broke out between Morocco, Mauritania and the pro-Independence Polisario Front.\u003cbr/\u003eThe United Nations brokered a cease-fire in 1991, but Morocco never delivered on its promise to hold a self-determination referendum for the territory's people, and Polisario guerrillas have threatened to resume fighting if the dispute is not resolved. \u003cbr/\u003eThe ceasefire left around 500,000 people in a state of limbo, carving out some sort of existence in one of the most inhospitable places on earth.\u003cbr/\u003eIn this non-descript street in the Southern Spanish town of Cordoba groups of Saharawi wait outside the Cordoba courthouse.\u003cbr/\u003eWord has quickly got around the Saharawi community that the civil registry office is giving out the paper work to confirm that the Saharawi are Spaniards. \u003cbr/\u003eIt's a legal identity that opens the doors to work, Europe and a legal stability that they have lacked for over 40 years.\u003cbr/\u003eThe fathers and mothers of the people waiting nervously outside the court are Spanish, receiving the same identity card held by all Spaniards. \u003cbr/\u003eA Supreme Court ruling of 1998 acknowledged the right of the offspring of these Spaniards born in the former Spanish Saharan territory to also claim Spanish citizenship. \u003cbr/\u003eHowever most courts are reluctant to give out the papers as an already swamped judicial system both at local and national level becomes overloaded with thousands of requests.\u003cbr/\u003eBut Rocio Montes, a lawyer who works in the Cordoba civil registry court has, due to a strong and personal commitment to the Saharawi cause, decided to give up her time off work to give the Saharawi their papers. \u003cbr/\u003eOver the past three months she has been working long hours to process the applications. \u003cbr/\u003eThe lawyer has agreed to work free for those that have difficulty paying the 250 Euros fee ($400).\u003cbr/\u003eAround 500 proofs of nationality have been given out, but the calling effect of Rocio's hardwork has meant a deluge of requests. \u003cbr/\u003eAn appointments system meant a back log until January 2009, which has increased the desperation of the Saharawi, some of whom have tried to sneak into Rocio's office.\u003cbr/\u003eThe system, as it stands, is also open to abuse by unscrupulous mafia gangs, so Rocio is adamant on the need for proofs of identity.\u003cbr/\u003eLocal organised criminals try to con authentic Saharawi by promising, after the payment of a sum of money, to get them the papers or infiltrate non-Saharawi applicants eg. Moroccans into the system with false papers.\u003cbr/\u003eA new system which will direct the preparation of the paperwork through a local lawyer, caused some confusion as the Saharawi met in a nearby park to organise themselves into various groups. \u003cbr/\u003eAziz Chtauhi, a Saharawi man says that his people feel abandoned by Spain. \u003cbr/\u003eHe says that only Montes is working to help them claim Spanish citizenship, which is their legal right.  \u003cbr/\u003eThe law states that any person born before 1976 and the offspring of a person born before 1976 can claim Spanish citizenship.\u003cbr/\u003eMost of the Saharawi living in Spain do so as illegal immigrants as they are holders of either Moroccan or Algerian passports. \u003cbr/\u003eWhen their visa to visit Spain runs out they run the risk of being deported. \u003cbr/\u003eFinding work is almost impossible as employees don't want to contract workers without the proper papers. \u003cbr/\u003eThese woman had spent the night sleeping in a nearby hostal, they didn't have money to be able to pay for a further night and were hoping that local social services were going to put them up in a council run bedsit.\u003cbr/\u003eOmar Buchayra is a Saharawi lawyer who is an expert in International Law. \u003cbr/\u003eHe is the legal representative of the Polisario, the governing body of the Saharawi's in exile, for Southern Spain.\u003cbr/\u003eIn her small, poorly light office, Rocio Montes is again working unpaid overtime. \u003cbr/\u003eNow nearly five o'clock in the afternoon, Rocio should have gone at three. \u003cbr/\u003eShe has only just started to process today's list of Saharawi.\u003cbr/\u003eRocio was born in the Western Sahara where her father was a Merchant Sailor. \u003cbr/\u003eHer commitment to the cause stems from her days in Al Aouin.\u003cbr/\u003eRocio is not the first person to attempt to help the Saharawi with their papers, but she has been the first to
