If you look, for example, how  people make photos or videos, well there are victims. You have to abuse and torture a  child to get these photos. So, it's not pornography, it's the documentation of how to  torture a child.\u003cbr/\u003eSUPER CAPTION:  Monika Gerstendorfer, human rights campaigner and psychologist\u003cbr/\u003eThe European Commission has proposed closer monitoring of on-line services and  better cooperation between the 15 European Union governments.\u003cbr/\u003eBut many think this is not going far enough. They want Europe-wide agreement on how  to prosecute the users and makers of the material.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003eOne of the difficulties at the moment is that material goes on to the Internet subject to  different jurisdictions, depending on where it's introduced into the system and where it's  looked at. All of that's got to be brought together and we've got to look at it Europe-wide  because it is, after all, a problem which spans individual nation states.\u003cbr/\u003eSUPER CAPTION: Toby Harris, chair of Association of London Government\u003cbr/\u003eIn the German state of Bavaria, police have taken the matters into their own hands. \u003cbr/\u003eThey have been surfing the Internet for the past two years in search of sex offenders. \u003cbr/\u003eThe so-called Bavarian Net Patrol has come across 172 cases of suspicion of  circulation of child pornography. Nearly half of the cases, 80, had a connection to  foreign countries.\u003cbr/\u003eSOUNDBITE: (German)\u003cbr/\u003e\"First of all, we control news groups in Usenet. We have seldom found child  pornography on World Wide Web pages. But in the Newsnet, on certain pages we find  it every so often. What we find is then documented and worked over by a special work  group. When it takes place abroad and is considered illegal in that country then it is  forwarded to our national crime headquarters who then sends it to\u003cbr/\u003ethe appropriate officials abroad for further investigation.\"\u003cbr/\u003eSUPERCAPTION: Karlheinz Moewes, Bavarian police\u003cbr/\u003eBavaria is demanding that access be tightened on certain Internet files. \u003cbr/\u003eThe state's justice system also wants child abuse to be categorised as a criminal  offence, so that the mere intent of child abuse becomes a crime in itself.\u003cbr/\u003eLast December, Bavarian state police searched CompuServe's networks and computers  for child pornography. \u003cbr/\u003eThe company blocked access to 200 sex-oriented newsgroups in a portion of the  Internet called Usenet.\u003cbr/\u003eThe move caused anger among some of CompuServe's German members who said  they would cancel their subscriptions and seek direct, uncensored Internet access.\u003cbr/\u003eThomas Baumgaertner of Microsoft Network claims blocking access to files doesn't  necessarily eliminate the problem.\u003cbr/\u003eSOUNDBITE: (German)\u003cbr/\u003e\"I believe in freedom of speech. If rules are laid out, who sets those rules and what  moral values are used by the perspective country. I think it should remain up to the user  as to what he or she chooses to see. Of course, there is also the fact that family  members have to be protected.
