Still, Obama said, there was \"no question\" that last month's partial government shutdown hurt the nation's jobs market.\u003cbr/\u003e\"We should be building, not tearing things down,\" he said, with the dim roar of machinery in the distance.\u003cbr/\u003eObama has been pressing Congress to include spending for roads, bridges, airports and ports during budget negotiations. Such projects usually have bipartisan support, but talks have stumbled over how to pay for the cost.\u003cbr/\u003eBut Obama also used his appearance to push other items on his agenda, including health care and passage of a farm bill that has been caught in a dispute over spending for food stamps.\u003cbr/\u003eThe legislation, he said, \"is not something that just benefits farmers.\"\u003cbr/\u003e\"Ports like this one depend on all the products coming down the Mississippi,\" he said.\u003cbr/\u003eAnd with Republican Gov. The burst of hiring was surprising given that the government was partially shut down for more than two weeks.\u003cbr/\u003eObama did not specifically say how the job market had been hurt during the shutdown.
