Wide of Pachauri talking to reporters \u003cbr/\u003eA major climate meeting opened on Monday in Bangkok with delegates debating how to rein in rising greenhouse gases that could put hundreds of (m) millions at risk of hunger and disease in the coming decades. \u003cbr/\u003eAs the Intergovernmental Panel on Climate Change, or IPCC, meeting got underway rain was falling steadily in the Thai capital.\u003cbr/\u003eThe apparent start of Thailand's rainy season, a month early, brought a tangible element to a conference that brings a lot of theory and research together and puts conclusions down on paper.\u003cbr/\u003eMore than 130 governments are participating in the sometimes contentious process of defining the damage of global warming, why it is happening and how to mitigate its effects.\u003cbr/\u003eAs delegates arrived for the conference they were met by activists encouraging them to look at alternative and renewable energy, a subject that was welcomed by at least one participant.\u003cbr/\u003eAbout 40 students from China, France, Germany, India, Indonesia, the Philippines and Thailand assembled outside the United Nations building, where the conference was being held, to show their support for solar and wind power, and other alternative fuels.\u003cbr/\u003eThey also expressed their opposition to nuclear power and a somewhat controversial mitigation theory, that of carbon capture and storage, suggested for use when coal is burned.\u003cbr/\u003e\"We are here today with Solar Generation members talking, demanding the governments around the world to massively uptake renewable energies, energy efficiency as a solution,\" a spokesperson for Greenpeace, Tara Buakamsri, said. \u003cbr/\u003e\"We don't want nuclear technology. We don't want carbon storage and capture. That is a false solution,\" he added.\u003cbr/\u003eGreenpeace, like many environmental organisations, has a seat inside the conference, but their voice may only be heard through representatives of governments with similar views on issues.\u003cbr/\u003eFor the rest of the week, the hundreds of scientists and diplomats attending the IPCC meeting, will work to finalise a report detailing a range of technological options to help mitigate rising levels of carbon dioxide, methane and other heat-trapping gases. \u003cbr/\u003eChartree Chueyprasit, a deputy secretary in Thailand's Ministry of Natural Resources and Environment, told delegates that now was the time to act.\u003cbr/\u003e\"Global warming has increasingly become a hot agenda that requires harmonised cooperation for all nations. IPCC is at the forefront of realising progressive scientific knowledge to provide necessary solutions,\" said Chueyprasit.\u003cbr/\u003e\"All of us here take part in these significant steps and Thailand is delighted to be the host of this crucial historic event,\" he added.\u003cbr/\u003eThe draft report, which will be amended following comments from dozens of governments, says emissions can be cut below current levels if the world shifts away from carbon-heavy fuels like coal, invests in energy efficiency and reforms the agriculture sector. \u003cbr/\u003eBut the chairman of the IPCC, Rajendra Pachauri, said they could point out the most effective programmes to governments, but they could not make them follow them.\u003cbr/\u003e\"The IPCC doesn't have any muscle, it has grey matter but, you know, the muscle will have to come from somewhere else,\" Pachauri said.\u003cbr/\u003eTwo previous IPCC reports this year painted a dire picture of a future in which unabated greenhouse gas emissions could drive global temperatures up by as much as six degrees Celsius (11 degrees Fahrenheit) by 2100. \u003cbr/\u003eEven a two-degree-Celsius (3.6-degree-Fahrenheit) rise could subject up to two (b) billion people to water shortages by 2050 and threaten extinction for 20 percent to 30 percent of the world's species, the IPCC said.\u003cbr/\u003eScientists have said that global warming could increase the number of starving people in the world in 2080 by between 140 (m) million and one (b) billion by contributing to widespread droughts and flooding.\u003cbr/\u003eDiseases like malaria, diarrhoea and dengue fever could spread as temperatures rise and weather becomes increasing erratic, affecting the poorest of the world's poor.\u003cbr/\u003eThe third report stresses that the world must quickly embrace a basket of technological options, already available and being developed, just to keep the temperature rise to two degrees Celsius (3.6 degrees Fahrenheit).\u003cbr/\u003eMaking buildings more energy-efficient, especially in the developing world, through better insulation, lighting and other steps, could also lead to significant cuts, as would converting from coal to natural gas, nuclear power and renewable energy such as wind.\u003cbr/\u003eLess significant, but also important, would be steps to make motor vehicles more fuel-efficient, reduce deforestation, and plant more trees as a carbon \"sink,\" absorbing carbon dioxide. \u003cbr/\u003eEven capturing methane emitted by livestock and its manure would help, the draft report says.\u003cbr/\u003eOver the next century, it says, such technology as hydrogen-powered fuel cells, advanced hybrid and electric vehicles with better batteries, and carbon sequestration, whereby carbon emissions are stored underground, will become more commercially feasible.\u003cbr/\u003e\"The most important thing is to improve energy efficiency,\" said Jean-Pascal van Ypersele, a member of the Belgian delegation on the sidelines of the conference.\u003cbr/\u003e\"There is a lot of energy wasted everywhere in the world,\" he said.  \"In the long-term we won't have fossil fuels anymore.
