junta continues to defy international calls for democracy and human rights.\u003cbr/\u003eThe 10 members of the Association of Southeast Asian Nations also abruptly withdrew an invitation to UN envoy Ibrahim Gambari to address Asian leaders after Myanmar objected.\u003cbr/\u003eSingapore Prime Minister Lee Hsien Loong said in his opening remarks at the summit that the leaders would strive to prevent the issue from \"obstructing\" efforts to deepen the countries' integration.\u003cbr/\u003eStill, ASEAN leaders urged Myanmar's junta to open a \"meaningful dialogue\" with opposition leader Aung San Suu Kyi, release her from house arrest, free all political detainees and work toward a \"peaceful transition to democracy.\"\u003cbr/\u003eThe junta has been condemned globally for its crackdown on peaceful pro-democracy demonstrators in late September that claimed at least 15 lives.\u003cbr/\u003eAlso on Monday, Japanese Prime Minister Yasuo Fukuda could be seen arriving for a trilateral meeting with the leaders of China and South Korea.\u003cbr/\u003eFukuda, Chinese Premier Wen Jiabao and South Korean President Roh Moo-hyun were meeting for the first time since Fukuda took office in September.\u003cbr/\u003eThe trio agreed on the need to ensure North Korea fulfils its denuclearisation promises, Japanese news agency Kyodo reported, quoting Japanese officials.\u003cbr/\u003eMeanwhile, the key event of the ASEAN gathering on Monday was the adoption of the ASEAN Charter after nearly three years of haggling.\u003cbr/\u003eThe long-overdue Charter is aimed at formally turning the 40-year-old organisation, often derided as a powerless talk shop, into a rules-based legal entity. \u003cbr/\u003eThat means ASEAN can sue and be sued under the charter, and will be held accountable for all the treaties and agreements it signs. \u003cbr/\u003eIt will also set up enforceable financial, trade and environmental rules.\u003cbr/\u003eOne of the most significant pledges in the charter is to set up a regional human rights body. \u003cbr/\u003eCritics note, however, that it will have limited impact, given that it will not be able to punish governments that violate the human rights of their citizens.\u003cbr/\u003eNegotiators have watered it down by dropping earlier recommendations to consider sanctions, including possible expulsion, in cases of serious breaches of the covenant by member nations.\u003cbr/\u003eThe ten leaders raised a toast of fruit juice and clinked glasses after signing the charter at their annual summit. \u003cbr/\u003eThe Charter must be ratified by a Cabinet decision, referendums or by parliaments of member countries, a process likely to take a year. \u003cbr/\u003eThe pact will collapse if one country fails to ratify it.\u003cbr/\u003eASEAN was founded during the Cold War years as an anti-communist coalition, evolving into a trade and political bloc. \u003cbr/\u003eIt consists of Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam.\u003cbr/\u003eThey will hold a second conclave on Wednesday, known as the East Asia Summit (EAS), with leaders of China, India, Japan, South Korea, Australia and New Zealand.\u003cbr/\u003eLee, the chairman of ASEAN this year, had invited Gambari to address the expanded summit about the progress he has made with Myanmar's junta. \u003cbr/\u003eHe announced late on Monday that objections by Myanmar and other ASEAN leaders forced him to withdraw the invitation, even as Gambari was en route to Singapore from New York.\u003cbr/\u003eInstead, Lee said, Gambari would meet with leaders and brief them individually.\u003cbr/\u003e\"That's a domestic issue, no need to raise in the EAS,\" Myanmar Foreign Minister Nyan Win said in brief comments before his guards pushed away a phalanx of reporters away.\u003cbr/\u003eHe declined to comment when asked why Suu Kyi has not been released from house
